As it seems that the jockeys can’t count, then a complete ban would be obvious, but it must be an 'odds on bet' that the penalties will be reduced as the jockeys might refuse to ride and money is more important to the BHA than the welfare of the horses.
A thought for the BHA:Perhaps they could provide the jockeys with a squeaky toy so that when they feel the urge to whip they could give it a squeeze.
